AEDP Presents Second Annual Fitzgerald Award
(Alexandria, VA) — Scott C. Humphrey, Vice Chair of the Alexandria Economic Development Partnership, Inc. (AEDP) and Chair of the Alexandria Industrial Development Authority (IDA), was honored by the AEDP board of directors and staff at their bimonthly board meeting on September 24 with the organization’s second annual “Fitzgerald Award.” The award is given annually to an individual who has contributed significant time, energy and expertise to benefit economic development, AEDP and the City of Alexandria. The first award was presented, last year, to former Alexandria Mayor Kerry J. Donley.
Humphrey earned the distinction for his long-standing commitment to AEDP. Humphrey was one of the first board members of what was initially called the Alexandria Economic Development Program, established in 1981 by the Chamber of Commerce. In 1992, the organization became incorporated as a public/private partnership and in 1993, Humphrey was appointed the Vice Chair of the Program, a position he still holds with AEDP today. Humphrey continued to serve the organization throughout its evolution to its current status as the Alexandria Economic Development Partnership, Inc.
Humphrey has also served on the board of the IDA since 1991, becoming the Chair in 1994, a position he also still holds today. The IDA is responsible for issuing low-interest tax exempt industrial revenue bonds in the city, primarily for not-for-profit organizations and associations, educational institutions, and small manufacturers. Since Humphrey’s appointment to the IDA board, he has presided over the issuance of 28 industrial revenue bonds, totaling more than $277 million, which have earned AEDP more than $1.4 million in fees, accounting for the private sector contribution of AEDP’s budget.
A long time Alexandria, resident, Humphrey is the president of R.L. Kane, Inc., an Alexandria-based real estate appraisal firm established in 1931. Throughout Humphrey’s career, he has served the community through his membership on several professional and business associations and community boards. Humphrey is a former member of the Alexandria City Council and is a past president of the Alexandria Chamber of Commerce.
The Fitzgerald Award is named after John Fitzgerald – an Irishman, who served as colonel of the Virginia militia and an aide-de-camp to General George Washington. Mr. Fitzgerald moved to Alexandria in 1769 and purchased the south side of the 200 block of King Street in 1788. The town council granted him the sunken ground to the east of this lot. Mr. Fitzgerald banked out 400 feet from the shoreline at King and Water (Lee) Streets, creating “Fitzgerald’s Wharf.” On the wharf, he constructed three brick warehouses. Fitzgerald also served as mayor and collector of the port.
